While this does not completely replace manual dodge & burn, my E-Z D&B Photoshop action gives you a nice finishing touch on your images that will enhance the highlights and shadows of your entire image.
You can adjust the output of this action by changing the opacities of the dodge and burn adjustment layers it creates.
